Building an energy asset does not mean the construction site already has the services needed to build it. Temporary electricity, communications and other facilities may be required before the permanent systems are available. If those needs sit between contracts, the project can face avoidable delays despite having secured its major equipment packages.

The work before energisation

Identify which construction and testing activities depend on temporary services. Qualified teams should define the technical requirements. The programme can then show when each service is needed and who provides it, rather than assuming the main contractor or equipment supplier has included every supporting requirement inside a broadly described installation obligation.

The commercial package

Temporary infrastructure has a cost and a period of use. Agree the scope, service arrangements and responsibility for changes. A delayed permanent connection may extend the temporary requirement, so the budget should show how that possibility is managed instead of treating the initial hire period as certain regardless of the wider project schedule.

The transition point

When permanent systems become available, the changeover needs appropriate technical coordination. Commercially, the project should also know when temporary contracts can end and what equipment or facilities must be removed. Without that link, the site may continue paying for a service after its purpose has passed or lose it before the replacement arrangement is ready.

A complete construction account

For asset owners, temporary utilities are part of delivering the permanent capability. They may be less visible than panels, turbines or storage units, but they support the sequence that makes those assets usable. Including them explicitly strengthens the budget and programme, giving the project a more realistic account of the infrastructure needed before its own energy service can begin.
