A transfer out of a programme wallet can show that units moved without explaining why. Investors and partners may need a different record: the decision that authorised the release and the business purpose it served. For ALFA's allocation framework, accountable use requires a bridge between token movement and the commercial activity described by the allocation category.

Describe the approved purpose

A release record can identify the relevant programme, approved amount and intended recipient role. It should distinguish payment for delivered work from an advance, grant or other arrangement. Those differences affect what evidence should follow. A generic ecosystem-development label is too broad to explain whether the release matches the responsibility originally assigned to that portion of the allocation.

Connect the milestone

Where a release depends on work being completed, the record should identify the acceptance event. A signed contract and a delivered integration are different milestones. The reviewer needs to know which one triggered the action and who confirmed it. This makes subsequent reporting more informative without requiring commercially sensitive contractual details to be published in full.

Retain the unresolved conditions

Some releases may carry continuing obligations, such as reporting, unused-balance treatment or restrictions defined by the agreement. Those conditions should remain visible to the responsible team after the transfer completes. Otherwise the technical completion can create the impression that the entire commercial relationship is finished, leaving important follow-up work without an accountable owner or review date.

Report use at the right level

A useful summary links allocation purpose to approved releases and observed outcomes. It does not need to imply that every recipient's activity has been independently audited. For ALFA, the value lies in making the decision trail coherent enough for a reviewer to understand how the programme uses its resources and where further evidence is still required.
