A rising transaction count can make a utility programme look busy without showing whether anyone received a useful service. Multiple transfers may belong to one order, and a booking may later be cancelled. ALFA's sector connections invite a stronger measurement question: which events demonstrate that the digital journey reached a meaningful operating outcome?

Define the completed action

Each service should specify its completion event. A consultation, training session and equipment reservation have different endpoints. Recording them under one vague activity label makes comparisons easy but weakens interpretation. The data model should preserve the service type and completion basis so readers understand what the reported total represents and where its limits lie.

Remove technical repetition

Retries, internal wallet movements and corrections can inflate raw activity. An order-level record allows the reporting team to count the customer outcome once while retaining the underlying transaction trail for reconciliation. The exclusion policy should be consistent across periods. Otherwise a software change could appear as a surge in adoption even when customer behaviour is unchanged.

Study the unfinished journey

The difference between eligibility, booking and completion can reveal where the experience loses people. High interest with low availability suggests a capacity issue. Confirmed bookings with repeated cancellations suggest a different problem. Aggregating every stage into a single number prevents product and operating teams from identifying which part of the journey needs attention.

Publish a stable definition

A concise methodology beside the metric makes changes understandable. If the definition improves, retain a bridge to earlier reporting rather than quietly rewriting the series. For ALFA, evidence of utility should help a reader assess service delivery over time. Consistency and explanatory detail make a modest number more informative than a large but ambiguous activity claim.
